Summary
The Manager, Contract Operations & Government Price Reporting will manage operations and ensure compliance with regulatory requirements for the Commercial, Medicaid, Medicare Part B & D and other Federal pricing programs for all approved and launch products, including Oncology Franchise. This role will also facilitate the development and implementation of the Medicaid, VA/DOD, FSS, and commercial contract pricing strategies for currently marketed and pre- launch phase products.

Key responsibilities entail the management of Third Party Vendors responsible for processing commercial and government rebate submissions, data analysis, pricing calculation and submission of State/Federal Price Reporting. Also, responsible for reviewing monthly and quarterly Average Manufacturers Price (AMP), Average Selling Price (ASP), Best Price (BP), quarterly Non-Federal Average Manufacturers Price (NFAMP) calculations and annual NFAMP and Federal Ceiling Price (FCP) calculations in accordance with the Veterans Healthcare Act (VHCA), Public Law 102-585.

This team member will assist with analysis of impact of new pricing and contracting strategies on Government Pricing calculations. In addition, provide input with regard to the impact of marketing and pricing strategies on Medicaid, Federal and other state programs by working cross functionally with key internal business partners in Finance, Marketing, Supply Chain and Legal.
 
Responsibilities
  • Review all government price reporting (mAMP), (qAMP), (BP), (ASP), (NFAMP) (FCP) to ensure accuracy and compliance with DSI policy.
    Analysis of fee and rebate payments for GPO, Distribution, Specialty Pharmacy, and Managed Care contracts and ensure they are properly applied to, and in compliance with, all Government price types.

    Conduct Bonafide Service Fee Analysis and applicable Fair Market Value analysis for fees paid to Wholesaler, PBM and GPOs.

  • Manage all aspects of the government contract operations to ensure corporate and regulatory compliance for government programs including PHS (Public Health Service), FSS (Federal Supply Schedule) and DoD (Department of Defense) for all marketed products.
    Oversee the administration of the Federal Supply Schedule. Ensure all new products to the FSS contract and calculating provisional, temporary and permanent Federal Ceiling Prices (“FCPs”). Oversee the preparation, completion and submission of the annual Public Law update in accordance with the guidance provided by the VA. Submit any required contract modifications forms to VA based on business needs. Ensure timely and accurate administration of all pharmaceutical government rebate contract agreements between DSI and government agencies.
  • Ensure timely and accurate administration of all pharmaceutical rebate contract agreements between DSI and external customers – including but not limited to Commercial, Medicaid, Coverage Gap, Group Purchasing Organizations, and Tricare. Manage the validation of quarterly payment calculations to ensure accuracy and compliance of payments and financial reporting.
  • Develop and/or maintain relevant AOPs remain up to date and ensure JSOX compliance within the minimize risk.

Education Qualifications (from an accredited college or university)

Experience Qualifications
  • 7 or More Years of experience in the Pharmaceutical industry in the following areas:
    • Government Programs and Pricing, i.e. FSS, AMP, ASP and BP calculations and their relationship to Unit Rebate Amounts (URA) is required.
    • BonaFide Service Fee and corresponding Fair Market Value analysis.
    • Commercial and Government contract rebate administration
    • Pre and post drug launch activities preferred
