Summary

The Head, Global Oncology Medical Affairs (GOMA) Program Management ("PM") & Operational Excellence ("OE") provides strategic planning and operational management oversight of the GOMA organization. Reporting to, and partnering with the Executive Director, Governance & Operational Excellence ("GOE"), the Head, PM & OE leads continuous process improvement projects to optimize efficiencies across GOMA and with key stakeholders, as appropriate.

The Head, GOMA Program Management & Operational Excellence has three key areas of responsibility: 1) Leadership of GOMA Program Management & Operational Excellence team, 2) Leading and driving the GOMA budget process and financial oversight, and 3) Leading and driving GOMA metrics, analytics and reporting.

Responsibilities

  • Lead GOMA program management & operational excellence team:
    • Direct accountability for Directors of Program Management & Operational Excellence and additional operational staff members.
    • Establish functional objectives, assess, and manage a high performing operational excellence team.
    • Coach, influence, and mentor team members to effectively lead and drive program-level daily activities and other defined GOE strategic objectives.
    • Oversee and monitor effectiveness and integrity of the work execution and project management platform, Smartsheet; manage future phases of development & integration. Serve as the System Administrator /Owner for the GOE Smartsheet custom solution.
    • Ensure consistency across GOMA franchise and functional teams in terms of operational excellence principles and project management processes.
    • Support team members to ensure project plans and milestones are established across GOMA key activities, interdependencies are identified, risks are identified and mitigated, appropriate stakeholder communications are shared, and issues are escalated in a timely manner.
    • Lead Program Management & Operational Excellence team meetings; ensure a clear understanding of project schedules, resource constraints, potential stakeholder concerns, support with issue resolution and share best practices.
    • Demonstrate effective leadership through active listening and supporting positive team dynamics, respect and collaboration.
    • Supports activities to promote ongoing Diversity, Inclusion and Equity across GOMA / GOE.
  • Leading and driving GOMA budget process and financial oversight:
    • Lead and drive annual budget and quarterly LE process as well as tracking and reporting of variances across GOMA in highly complex and fluid environment.
    • In collaboration with CoS and GOMA leadership team, develop annual resource plan.
    • Oversight of financial elements for end-to-end procurement process (contracting, MSA, CDA, work order and invoicing) and ensure that all activities are conducted in compliance with company policies.
    • In collaboration with finance, proactively identify opportunities to simplify and optimize processes across EU & US.
    • Identify opportunities to streamline the GOMA procurement process and establish an efficient model for implementation with clear roles & responsibilities.
    • In collaboration with alliance PMs, establish effective, consistent and simplified financial processes to meet both internal DS and alliance reporting requirements.
  • Leading and drive GOMA metrics, analytics & reporting:
    • Through discussions with industry colleagues & professional groups gain a broad perspective and document best practices for Medical Affairs metrics & KPIs.
    • In alignment with GOMA LT establish ‘meaningful and qualitative’ metrics that go beyond typical quantitative metrics around volume, and demonstrate value and impact
    • Assess and where possible, leverage existing organizational capabilities to support ‘data analytics’
    • Lead GOMA-wide OBU KPI reporting on a quarterly basis; work with GOMA LT to modify GOMA KPIs, as appropriate.
    • Create a systematic approach to improving project planning accuracy by performing periodic after-action reviews of the fiscal plan and Latest Estimate (“LE”) budget results.

Education Qualifications (from an accredited college or university)

  • Bachelor's Degree with relevant professional experience or equivalent required
  • advanced degree preferred

Experience Qualifications

  • 7 or More Years Project management experience required
  • Strong financial acumen & experience managing budget/Latest Estimate process required
  • Experience in Global Medical Affairs preferred
  • Experience with managing teams with or without direct reporting, in a matrix environment required
  • Ability to manage a broad portfolio and complex and diverse activities required
  • Demonstrated leadership working in complex matrix environment to drive decision making and achieve results required
  • Demonstrated ability to collaborate effectively with broad group of globally-based stakeholders required
  • Drive decision making processes, including ability to challenge teams and achieve best outcome for the organization required
  • Strong change management skills to enable continuous improvement required
  • Strong executive-level communication skills and ability to adapt according to different levels of management Ability to synthesize complex information and communicate in a clear and concise manner required
  • Ability to deal with multiple priorities, shifting deadlines and elongated decision-making timelines due to required consensus building activities preferred
  • Practices strong emotional intelligence to navigate sensitive discussions and operational complexities preferred

Licenses and Certifications

  • PMP or similar professional project management certification preferred

Travel

Ability to travel up to 10%
